The purpose of the alcohol law is to reduce the consumption of alcoholic beverages by regulating and monitoring businesses involved in alcohol sales. This is to prevent harm to individuals, others, and society as a whole.

Alcoholic Beverages:

An alcoholic substance is anything with more than 1.2% alcohol by volume. An alcoholic beverage is a drink meant to be consumed that contains up to 80% alcohol by volume.

Licensing for Serving Alcohol:

Serving alcohol refers to selling it for consumption in a location controlled by the seller. Before starting to serve alcohol, a license must be obtained. It's illegal to sell drinks with more than 2.8% alcohol without a license. It's also illegal to distribute or give away alcohol in exchange for payment without a license.

Alcohol Consumption Restrictions:

Alcohol cannot be consumed in restaurants or other places where food or drinks are sold to the public, or at public events, unless the location has a valid license to serve alcohol. Owners, event organizers, and security personnel must not allow alcohol consumption if there is no license.

All previously granted alcohol serving licenses became valid for serving all types of alcoholic beverages starting from March 1, 2018.

According to the government''s proposal on the alcohol law, offering package deals that include meals and drinks may not be considered inappropriate. However, offering unlimited drinks for a set price might be seen as inappropriate, depending on the nature of the marketing and service. Similarly, allowing customers to buy alcohol on credit, especially vulnerable groups, might be considered inappropriate.

If alcohol is sold on credit (not using common credit cards, payment apps, or in connection with services like lodging), the establishment''s self-monitoring plan must include the maximum credit limit and how credit sales are monitored.

Organizing drinking contests, where large amounts of alcohol are consumed quickly, could endanger customer health and may be inappropriate. Likewise, selling or allowing alcohol consumption through unusual methods, like absorption through mucous membranes or inhalation, could also be considered inappropriate.

Solid products containing up to 2.8% alcohol by weight, like chocolates or ice cream, can be sold freely. Stronger products follow the same regulations as alcoholic beverages, including age restrictions. Selling or serving drinks with more than 2.8% alcohol requires a license, and those with more than 5.5% alcohol can only be sold by the state alcohol company. When applying the alcohol law, the alcohol content in weight percentage is considered the same as the volume percentage.
