Staff

In a licensed bar or restaurant, there must be enough staff to maintain effective supervision and order. The staff is responsible for ensuring that alcohol laws are followed and for maintaining order in the establishment.

Anyone selling or supervising alcohol sales must not be under the influence of alcohol or other intoxicating substances.

When the establishment is open to customers, a designated responsible person appointed by the license holder must be present. This person must be at least 18 years old. Individuals aged 16 or older can serve alcohol, but only under the direct supervision of the responsible person.

The establishment must have a self-monitoring plan that outlines the duties of the responsible person and other staff members, including how they will ensure compliance with alcohol laws and maintain order during service hours.

Authorities may impose additional staffing requirements based on the location, nature of the business, or other special circumstances to ensure proper supervision, prevent disturbances, and maintain public order and safety.

The license holder must ensure that the responsible person has a certificate proving their knowledge of alcohol laws. This certificate, called an "anniskelupassi," is issued by a training institution approved by the government. To get the certificate, a person must pass a test on alcohol laws or complete relevant training.

If someone was already qualified to be a responsible person under the old alcohol law before March 1, 2018, they are still considered qualified under the new law. Additionally, an "anniskelupassi" issued under the old law is still valid as proof of knowledge of alcohol laws.
